How the EU supports Moldova’s Development and EU integration
The European Union is Moldova’s most important partner in building a modern, democratic, and resilient state. In 2025, the EU launched the Growth Plan for Moldova — its largest support package to date, worth up to €1.9 billion in grants, loans, and investments through 2027.
This assistance is designed to accelerate Moldova’s EU accession, strengthen key sectors, and improve the daily lives of Moldovan citizens. Since 2021, the EU has allocated over €3 billion in combined support, focused on areas such as energy security, justice reform, economic development, institutional resilience, and humanitarian assistance.
Economic Development
The Growth Plan aims to double Moldova’s economy by 2035, mobilizing public and private investments of up to €1.9 billion. Focus areas include infrastructure upgrades, support for SMEs, sustainable agriculture, and digital transformation.
Energy Security
With over €330 million invested in the Chișinău heating system and a new 400 kV power line to Vulcănești, the EU is helping Moldova reduce dependency on Russian energy, lower emissions, and ensure affordable heating for all.
Justice Reform
The EU continues to support Moldova’s vetting of judges and prosecutors, strengthen judicial independence, and combat high-level corruption — all core requirements for EU accession.

The Growth Plan for Moldova
A Strategic Partnership for Moldova’s European Future
The EU’s €1.9 billion Growth Plan is Moldova’s largest and most strategic support package to date. Structured around three pillars, it will finance reforms, investments, and integration steps that bring Moldova closer to the European Union.
Reform & Growth Facility
The EU is launching a dedicated funding mechanism that will unlock investments in infrastructure, energy, healthcare, education, and governance — based on Moldova’s delivery of key reforms. Projects include the Chișinău ring road, regional hospitals in Cahul and Bălți, energy subsidies, and judicial reform support.
Access to the EU Single Market
Moldova will gradually integrate into the EU Single Market — from seamless euro transfers (SEPA) to roaming-free communication across the EU, and deeper participation in the energy, digital, and logistics markets. Trade, transport, and business conditions will improve as Moldova meets EU standards.
Socio-Economic and Structural Reforms
The Growth Plan supports deep reforms in public administration, justice, education, and economic governance. It includes direct support for over 25,000 Moldovan businesses, skills and vocational training, and targeted policies to boost resilience, social equity, and green development.
